Shows the conditioning of the VIN input voltage - as supplied either via the power jack (plus some pre-processing) or a header pin - and provision of stabilised +5V and +3V3

In the Arduino interactive board viewer the dual opamp LMV358LIST with schematic name lC7 appears in a few different places in the schematic (SCH) viewer. (We'll see later that the circuit for the builtin LED piggy-backs off the other opamp unit within that dual opamp package LMV358LIST.)

The Arduino SCH viewer appears to have an error with the pin labels (but not the PIN numbers) for VCC+ and VCC- reversed on one part of the schematic

We can see that it is being used as a single supply opamp, with the +5V to VCC+ and GND to VCC-.
