It's not clear (from this model portion alone) how the monitor.charge is initialised or accessing a charge value. Presumably it's polling for a charge value from something else in the wider system (not shown).
If functional analysis breakdown is used, the «action» monitor can be referenced via a «perform action» from a system component (typically in a separate systems engineering layer in the model with corresponding separate SE zone packaging) that has access to the battery charge.
As shown for this example (which is merely intended to show some control structures of the SysMLv2 language) the parts battery and powerSystem are "floating" without being otherhwise referenced. In a fleshed out model they could be in a separate SE layer (and packaging zone), with powerSystem (or a subcomponent of it) as a candidate for performing the «action» monitor and presumably with access to the battery.
